The Internal System of Alerts of the Generalitat de Catalunya’s Administration focusing on the Infractions’ Policies According to Public Integrity area is the mechanism established by the Government of Catalonia to communicate to the same Administration possible regulatory infringements or breaches of the integrity allegedly committed by its bodies or by the persons serving it.
The central element of the system is the internal alert channel, designed safely and with a guarantee of anonymity and confidentiality, for people reporting irregular actions in the employment or professional context of the Administration of the Generalitat. It also provides for the protection of alerters and the procedure for managing alerts and becomes a new component of the Catalan Government’s public integrity system.
The internal alert channel is the ordinary way of alerting irregular events and actions in the context of work or professional activity of the Government of Catalonia. It allows you to present alerts anonymously and is accessible in the Public Integrity section of the Public Administration website.
Access to the Government of Catalonia’s internal alert channel

The European Council agreed on 21 July 2020 on a far-reaching package of measures to jointly drive transformation and resilience across the European Union, following the economic and social consequences caused by the COVID-19 pandemic, with an innovative approach aimed at ensuring the fastest possible European recovery. These measures activate a European recovery instrument, Next Generation EU, which allocates to Spain approximately 152,436 million euros in grants and loans for the 2021–2026 period.
Within the Next Generation EU funds, the two largest instruments are the REACT-EU funds and the funds from the Recovery and Resilience Facility (RRF) financed by the European Union.
In the framework of the funds provided by the Recovery and Resilience Facility (hereinafter, RRF), Spain has been allocated 140 billion euros in loans and grants. Regulation (EU) 2021/241 of the European Parliament and of the Council of 12 February 2021 establishes the Recovery and Resilience Facility and sets out the need to implement this instrument through a national recovery and resilience plan that includes the investment and reform programme for the years 2021–2026.
In this regard, Royal Decree-Law 36/2020, of 30 December, which approves urgent measures for the modernisation of the Public Administration and for the implementation of the Recovery, Transformation and Resilience Plan (PRTR), established the basic general framework required to mobilise investments and projects and to facilitate the administrative management of actions financed with European funds.
This Plan (PRTR) is structured around four cross-cutting axes dedicated to ecological transition, digital transformation, social and territorial cohesion, and gender equality, which are deployed across 10 strategic policy levers. These policy levers encompass 30 components that are organised into a total of 212 measures, of which 102 are reforms and 110 are investments. Ultimately, these measures materialise into projects and lines of action that must achieve specific milestones and targets through the activities or tasks carried out, in accordance with the monitoring obligations set by the European Commission.
With the aim of implementing these measures in Catalonia, Decree-Law 5/2021, of 2 February, was approved, establishing urgent measures for the implementation and management of the funds from the Recovery and Resilience Facility and the REACT-EU fund for the Administration of the Generalitat de Catalunya and its public sector.
In this context, the TIC Salut i Social Foundation is managing several projects to help address the challenges that Catalonia has set in the areas of:
– Modernisation of public administrations (Component 11 of the PRTR)
– Renewal and expansion of the capacities of the National Health System (Component 18 of the PRTR)
– Shock plan for the care economy and strengthening of inclusion policies (Component 22 of the PRTR)
– Promotion of the reform of the Spanish labour market (Component 23 of the PRTR)
The TIC Salut i Social Foundation participates as an executing entity un the development of the following projects:
– Project C11.I’3.P16.S13 – Personalised Digital Care Plan.
– Project C18.I04.P05.S04.SI.01.SI01 – UNICAS Network to improve healthcare for patients with rare diseases (Subconcept 2).
– Project C18.I04.P06.S10.SI.01.SI04 – Rare Diseases Platform of Catalonia.
– Project C22.I01.P03.S05.SI02.SI02 – New integrated and comprehensive home care model for the people of Aran with the incorporation of technological solutions.
– Project C22.I01.P03.S05.SI05 – Social Innovation Services for Care (SISCU).
– Project C22.I02.P02.S12.PROVISIONAL.SI14 – Social Innovation Services for Care (SISCU).
– Project C22.I02.P02.S12.SI07 – Advisory and technical support for improving the Social Information System.
– Project C23.I01.P02.S01.SI01.SI61 – First Professional Experience Programme in Public Administrations.
Within the framework of the Recovery Plan for Europe (Next Generation EU-CAT), Catalonia intends to transform the challenges arising from the COVID-19 crisis into an opportunity to promote the ecological transition and digital transformation. The goal is to face the current challenges and promote a transformation for the country to become greener, more digital and more resilient.
The implementation tool for these European instruments is the Recovery, Transformation and Resilience Plan (RTRP), approved by the Council of Ministers on the 27th of April 2021, by the European Commission on the 16th of June 2021 and by the European Council on the 13th July 2021.
This Plan is structured in four cross-cutting axes dedicated to ecological transition, digital transformation, social and territorial cohesion, and gender equality that are projected in 10 lever policies. These include 30 components that are organized into a total of 212 measures, of which 102 are reforms and 110 are investments. Finally, these measures take the form of projects and lines of action to achieve specific goals and objectives through the activities or tasks carried out, in accordance to the obligation to monitor their implementation as per the European Comission’s guidelines.
With the aim of implementing the application of these measures in Catalonia, Decree-Law 5/2021, of 2 February, on urgent measures for the implementation and management of funds from the Recovery and Resilience Mechanism and the REACT-EU fund for the Administration of the Generalitat of Catalonia and its public sector, was approved.
In this context, the Foundation, as the executing entity of the Recovery, Transformation and Resilience Plan, includes the Anti-Fraud Measures Plan with all mandatory requirements, both by the staff at its service and by third parties who are related, directly or indirectly, to them, in accordance to the provisions of community, state and regional regulations and in particular ensuring prevention, detection and correction of fraud, corruption and conflicts of interest.
Remuneration refers to the salary received for work performed. Compensation refers to amounts received upon termination of the employment relationship. Allowances refer to compensation for attending collegiate body meetings.
