Since 2014, the European Commission is doing a series of steps to facilitate the development of an agile economics at the data management like the Non Personal Free Data Circulation Regulation , the norm on cibersecurity or data and the GDPR. In 2018, the CE presented for the first time a strategy of artificial intelligence and agreed a coordinated plan with the member States. Likewise, a board of experts on the AI, presented their ethic guidelines for a reliable technological solution in April of 2019.
The purpose of the data European strategy is to assure that the EU is commuting to a data empowered society model. To reach this goal the CE pretends to create a legal framework according to the needs of management, use and reuse of data considering partenrships across administrations, across companies and across administrations and companies. On the other hand, the CE pretends to support the development of the technological systems and the subsequent creation of insfraestructures. Finally, they will set up specific sectorial measures to create European synergies considering data, for instance for healthcare activities.
Recently, it has been released the idea for a digital transformation concernig a general benefit. The European position in data measures and the strategic options for guaranteeing the AI development centred in the person have constituted the first pass for the achievement of key goals. At this point, the White Book presented by the CE presents a framework for a reliable artificial intelligence and based on excellence and trust criteria. In association with the public and private sectors, resources involving all these stakeholders are being considered to create the appropriate incentives to speed up the implementation of this technological solution.
Taking into account that the systems of AI can be complex and risky, it is necessary to set up regulations regarding these risks without hampering or applying an excessive charge for the risksless. For overheaded risks -such as the ones related to healthcare, the police activities or the transport- foresees that the systems of AI have to be transparent guaranteeing audits, if necessary, and a human verification. Also it foresees that the authorities have to prove and certify data ued by algorithms as it happens in other sectorial activities.
Some of the following steps deploying the announced strategy, expects during the 2020 to present a digital norm and a plan of action for European democracy. It will propose a review of the eIDAS Regulation and will reinforce the cibersecurity by the creation of a conjoint computer unit.
