Initiative created and led by the TIC Salut Social Foundation. Performed in collaboration with the Department of Social Rights.

It has the expertise of various professionals from social and health organizations such as the Diputació de Barcelona, the Barcelona City Council, the Department of Health and other departments and entities.

  • To collaborate in the creation and promotion of new Social Information Systems

InterSocial

The InterSocial project was created in 2016 based on the need to define a controlled vocabulary that allows the information of Catalonia’s social services to interoperate.
Based on the needs for standardization and interoperability of Information Systems in the social field, InterSocial becomes a regular service of the TIC Salut Social Foundation towards the Department of Rights Social to facilitate the exchange of integrated information between different areas and systems, such as social and health, and to be able to offer higher quality care services
Having analyzed the prior art of existing international and national standards, the terminological standard selected to enable the homogenization of controlled vocabularies is SNOMED CT >. It is a very extensive terminology where social and health concepts can be found. So it becomes the best option to make the social field interoperable internally and externally with other fields such as Education, Justice or Health.
InterSocial has been divided into three phases during these years (2016 – 2021). 

251 coded concepts - 44 factors - 88 problems - 84 observations - 35 answers

These controlled vocabularies seek the integration of social services data and facilitate the work carried out by professionals in the field of social services.

02. wSOCIAL

Within the framework of the Social Services Strategic Plan of the Department of Social Rights, we want to give a new boost to the Information Systems of the Catalan Social Services System.
By promoting the creation of new information systems that homogenize the processes of the local world, accessibility to information is guaranteed by incorporating automation mechanisms to reduce the time of management processes.
The leadership of the Department of Social Rights in this area involves developing information systems in the area of ​​Social Services integrated with eSocial. Citizen-centered and data-oriented, it will provide information for decision-making, evaluation and transparency.
System Features:

 

  • Consolidated data repository.
  • It will enable progress towards Shared Social History.
  • Integration with other public systems of the Welfare State.
In this context, the General Directorate of Social Services, requests from the TIC Salut Social Foundation advice and technical support in the construction of the modules and processes necessary for the creation and development of the work environment of Social Services, wSocial:

 

  • Participate proactively in project monitoring
  • Participate in the technical work sessions led by the General Management of
  • Social Services (sprints)
  • Support in the integration, updating and evolution of the InterSocial dictionary
  • Reactivation of the InterSocial project as a service
  • Communication and dissemination of project results in the sector.

The Department of Social Rights promotes various lines of subsidy and own projects aimed at accelerating a transformation in the field of social services, care for children and housing policies.

05. Health and Wellness Collaboratories

Promoted by the Department of Digital Policies of the Generalitat and with the collaboration and leadership of the i2Cat Foundation.

The collaborations are social innovation laboratories to promote, drive, design and validate the uses and positive impact of digital technologies aimed at the health and well-being of people.

They identify innovative agents from all over the Catalan territory to put them in contact as a driving group and to incubate ideas, promote work sessions, debates, projects and other collaboration and networking initiatives.

In this context, the TIC Salut Social Foundation participates in the plenary and working sessions of the Catalan Health and Welfare Collaborator along with the other participating entities, companies and citizens.

Social and Health Integration

In the framework of the 2013-2016 Government Plan, through Agreement GOV/120/2013, to create the Interdepartmental Interaction Plan for health and social services.
Subsequently, the designed model was deepened and, through Agreement GOV/28/2014, of February 25, the Interdepartmental Plan of Social and Health Care and Interaction (PIAISS) was created as an expression of the will of the Government of going one step further in the interaction between health and social services and the commitment to a care model centered on people.

In the Government Plan for the XII legislature, approved on September 25, 2018, the need to deploy a unique strategy for integrated social and health care due to the health and social needs of the population, especially for those people who are elderly or have complex needs. This strategy must promote personal autonomy and facilitate the permanence in the usual environment and the social inclusion of these people. To achieve this goal, it is necessary to reinforce the value of comprehensive and integrated care for people and the value of the efficiency and quality of the provision model, while promoting the fit of health and social services, which determines the desirability of redefining the PIAISS, which is replaced by the new Integrated Social and Health Care Plan (PAISS).

II Strategic Plan for Social Services (PESS) 2021 – 2024

The Department promotes the II Strategic Plan of Social Services (PESS) 2021-24 as a frame of reference for the planning of the Catalan Social Services System (SCSS) over the next four years, with the aim of responding to socio-demographic challenges that the current welfare state must face:

Structure of the Catalan Social Services System

In accordance with Law 12/2007 on Social Services, the Catalan Social Services System (SCSS) constitutes the set of resources, technological and economic services, programs, equipment and activities for prevention, care and social promotion. It is integrated by the public and private social services of the Government of the Generalitat, local entities and other administrations. All these services make up the Public Care Social Services Network.

Basic social services (SSB) are organized territorially in basic social service areas (105 ABSS) over counties or over a minimum population of 20,000 inhabitants and are the first level of attention of the SCSS and the guarantee of maximum proximity to users, to the extent that they are provided in the territorial area closest to citizens. The group of professionals who integrate it, inform, guide, make diagnoses and assessments, prescribe benefits, detect risk situations to act preventively and carry out community projects for the social integration of people and communities students at risk.

Specialized social services are organized according to typology in order to respond to situations and needs that require technical specialization or the provision of certain resources.

On the other hand, there is the Third Social Sector, which is the set of private non-profit entities, mutualists or service providers, that work for inclusion and social cohesion, with special attention to the most vulnerable groups of society In Catalonia, it gathers more than 7,500 non-profit organizations that act in the social field and provide services to more than a million people.
