Conclusions and close of the Decipher project

The session was also used to present the R&D results of the three project finalist solutions and to see the opinions of the bidding institutions (Fundació TicSalut itself, Trustech/Central Manchester Foundation Trust and ESTAR Toscana).

The DECIPHER project, which was started up in 2014, jointly financed by the 7PM of the European Commission and coordinated by the Agency of Health Quality and Evaluation of Catalonia (AQUAS), was intended to develop a competitive European pre-commercial public purchase process in which the best technological and healthcare companies have developed a mobile solution to allow information and secure health data transactions on patients with type II diabetes to be exchanged.

As an entity purchasing the project, Fundació TicSalut highlighted the contribution of the pre-commercial public purchasing processes to generating technological solutions giving a concrete answer to the real needs of the health system, and which allow interaction between the entities developing the solutions and the end-users. Similarly, the Foundation and the remaining purchasing entities wagered on the simplification and standardisation of the administrative and legal processes as a guarantee for their better management.
